SUBJECT : DEADLY IPIT-GANG

1. GENERAL
Earlier reported petty criminal group named "Ipit Gang" which is unsophisticated as it seems, has been exposed and Operations against them have minimized their presence in our Mall. Mostly, their victims are Mall patrons who are alone and foreigners who are unfamiliar of the places in the Mall. Recently, however, this group has permutated into a much sophisticated organized group composed of male, female and even adolescent members. More importantly, this newly organized group of Ipit Gang has equipped themselves with gas canisters that totally immobilized their victims. It is therefore very important that Security, Front liners, Merchants and Employees are educated about the Modo Operandi of this syndicate.
2. MODO OPERANDI
2.1 Group Members are composed of 2 or more males, 2 or more females, and adolescent members. The leader, usually a male, would conduct target acquisition operation to identify their would-be victims.
2.2 Favorite targets are single or alone individual with much to show hangings on his/her body (i.e. jewelries, gadgets like cellphones etc.) and foreigners who are alone and/or separated from the group. The latest incident is a victim who separated from his family just to go to the Comfort Room.
2.3 On one signal (e.g. usually thru hand-signal, like raising a hand to the head and pointing at the would-be victim), the group would converge into the path of the targeted victim, cornering him both forward and aft.
2.4 Upon reaching a corner or a hallway that is isolated or even inside the Comfort Room, one of the culprits will spray a small amount of mist into the face of the victim.
2.5 Instantaneously, the victim gets paralyzed, immobilized, but still standing and conscious about his surroundings.
2.6 A designated member will start getting the items, gadgets, wallet, etc. of the victim, while the rest is screening the later to avoid detection by the people around.
2.7 At this juncture, the victim can see and feel everything done to him but could not talk, move or shout for help.
2.8 For about a minute or two, the victim returns back to his/her senses. By this time, the culprits are out of the Mall and made their good escape (i.e. exit fast into a moving vehicle or enter a movie house). Additionally, if they are still around the building, this suspects have already changed their clothers or alter their appearance and have dispersed.
3. MEASURES RECOMMENDED
3.1 Merchants, Employees, Guards and other front liners should always be alert on groups of 3 or more people who are always around their area, very restless, always looking around and seemingly always looking for someone. At times, a prominent member may even be seen giving hand signals.
3.2 Observation of the movements of the group members, like tendency to gang-up on someone and/or not allowing a person a chance to overtake them.
3.3 Observe the presence of small canister(s) on hand and the eyes of the holder is very quickly roaming or looking around observing people who might notice his/her movement.
4. If you suspect that something is wrong in your surrounding about the group at hand, call the attention of any guard/janitor/MAPSA/or even customers
5. Report to the nearest PNP assistance center any unusual matter you observed around you or your path.
