Can i request that we are allowed to put a moving avatar(GIF avatar)? It seems that we can only post an image as an avatar but not gif one.

They are minimizing things to avoid any loopholes and abuse. It's not easy to moderate such a large community. Same goes for the sigs.

No. People say we can put limits and rules on animated avatars, but that is one more thing we have to enforce. The solution is to disallow them altogether.
