1. You computer is grounded if it does not store static electricity. Or for short, if ang power line nimo naay ground line. Mao na nga ang power cord is 3 prong, 2 are live, the 3rd one is ground. Kaso lang, kasagaran, putlon na ang round nga terminal sa power cord which is not the correct practice.
2. Pag ang imo pc dili grounded, posible nga mamaak na inighikap nimo sa mga metal parts. A slight jolt that would perk you up and take your sleepiness away. The reason for this is that, the pc is a floating ground. Once you touch it, you make your self as the path for the static electricity to discharge to the ground.
3. I dont think you would like to have your pc be a floating ground. Mas mayo nga grounded imo pc bro. otherwise, enjoy the jolt everytime you touch it. This would also protect your pc as a whole but make sure nga tarong imo linya padulong sa ground.
The cost-effective set up for home electrical grounding is to bury 3 ground rods, 1 meter apart from each other. Some substandard way though acceptable is to tap the ground wire to the round bars (kabilya) of the foundation. Usahay sa tumoy sa haligi sa may kisami.
The fastest way yet still substandard way is to tap the ground wire to the MCWD pipeline.

My PC is placed on the floor but it has a rubber standoffs pero mo ground man gihapon nig gunit nako sa uban parts sa case.. ang front panel nako dli mo ground ( its not plastic also )

so, mag-ground ko manually from pc to water pipes? i mean direct connection from pc to water pipes?

near a pipe or a faucet(of course pipes are mostly buried)... My suggestion is you just hammer an iron nail in your cement wall or floor.
Then connect a wire from you pc's metallic parts to the iron nail... The reason for this is to provide a path for the stray currents/static
electricity to pass going to what we call common ground(zero potential or zero voltage or neutral)...
note: the size of the wire does matter... ayaw gamit ug dagko na nga wire used for electrical wiring...
use wires intended for electronic systems... sorry wa ko kahibaw sa size... you can find it on electronic shops...
