I'd appreciate some answers to the following question.

Can I find a house that I can rent for say, 3 months, or do all houses require a minimum length of stay like 6 months?
Is there a licensed real estate agent here with a number of properties for rent to choose from?

I'm assisting an American who might decide to set up his business in Cebu and we would need to look at options.

For the interim, he would like to see houses for rent at around 45,000 budget. Then he'd move to a bigger house once he has things moved here..
