I'm currently using 550va AVR and a 750watt hec zephyr PSU. My system is stable so far.

When you turn the PC on, the load can me higher for a short time.
I had a 1000W UPS, and it could not handle the 750W PSU.

Some say UPS is not an AVR. And it might not give voltage protection as a typical AVR can do. Thats why some people use UPS + AVR. Some even reported data corruption when using a UPS and no AVR, evident with voltage instability.
So far My AVR is not giving me any data corruption caused by voltage instability.
So if you are planning to buy UPS also include an AVR.
I haven't used a UPS before since I don't have any business critical 24/7 computer.

A 550va AVR can handle 750w PSU. So a 650va UPS should be able to handle it. Just don't expect a reliable voltage protection from UPS alone.
