    THE Supreme Court (SC) has upheld the suspension of a Cebu City official for the “illegal practice” of granting cash advances to paymasters, making possible the so-called 1998 “paymaster scam.”

    Eustaquio Cesa, who currently heads the Cebu City Assessor’s Office, was blamed and investigated for the incident that involved a paymaster running away with some P18.5 million in government money.

    The paymaster, Rosalina Badana, remains missing.

    Eustaquio Cesa is now back in his job after already being suspended so this is considered moot. Talk about the SLOW justice system at work. So the only "PUNISHMENT" he got is UNPAID WAGES during his suspension. He was not even FIRED for his incompetence and possible involvement... LOL
    Talk about a VERY SMALL price to pay for MILLIONS lost. Thats the problem with us here, there is NO SENSE OF ACCOUNTABILITY. Everyone is always willing to pass the buck, blame everyone except themselves... In other countries, the "superior" of the person involved out of delicadeza would have voluntarily resigned, but that's not how things work here. He is even "technically" promoted by now heading City Assessors Office which many find a "very lucrative" job/posting.
    Events like this remind us why the Philippines is such a GREAT AND RICH NATION.... LOL

    CEBU City Mayor Tomas Osmeña yesterday ordered the preventive suspension of City Hall’s land appraisal division chief Engracio Lumangtad and warned that more heads will roll as the City gets rid of corrupt employees.

    Osmeña told reporters he will have other personnel at the City Assessor’s Office investigated if he receives reports they too got involved in Lumangtad’s alleged activities.

    His superiors, including City Assessor Eustaqio Cesa, may also be included in the probe if their names crop up in the investigation by the National Bureau of Investigation (NBI) 7.

    In his news conference, the mayor warned that he will watch more closely other departments and offices where corruption reportedly takes place.

    “Of course there will be other employees who will be checked. Just let us know, then we will run after them,” Osmeña said.

    As for Lumangtad, the mayor said he will sign the six-month suspension order so he can leave City Hall temporarily while he faces the three cases filed against him.

    “We should already put him under preventive suspension for six months. He will be given due process but we’re almost sure he will be fired,” Osmeña added.

    Charged

    Agents of the NBI arrested Lumangtad last Tuesday morning after he was caught allegedly receiving money from a Cebu City landowner during an entrapment.

    He was charged with violation of the Anti-Graft and Corrupt Practices Act, misconduct and “robbery or extortion.”

    He also posted P20,000 as bail yesterday.

    Francisco Bontuyan, the complainant, alleged that Lumangtad asked for P50,000 to process his application for a tax declaration for a 2,426-square meter property in Barangay Pit-os, which had belonged to his mother.

    AFAIK, Cesa's wife was also paymaster together w/ Badana at that time...i overheard a cityhall worker during that time nga gihimo nila ug pautang nga negosyo sa mga paymaster ning Cash Advances daw. let's say mohangyo ang usa ka worker ug CA. ilaha releasan pero naay apan. ilahang kuhaan ug 10%. dili na mka angal ang mga workers ky they know that they have extended the limit sa ilahang CA. nya kbaw kaayo momaneho ang mga paymaster ana...

    ahhh, manghud ra ni gmay sa 5/6...mas dinagko lng nga amt...imagine pila kabuok cityhall workers nya regularly pa gyud nang CA...pwerte cguro kasuya aning mga Bombay ato...hehe

    so i don't think Cesa was CLUELESS. he knew all along...maru gyud.

    anyways, the lid has been stopped on that loophole since that scam erupted years ago...
