@hybrid_x: i have a suggestion, to isolate the problem, and eventually, pinpoint asa problem; you start pinging closest to you, this means from the loopback address, your ip address, gateway address, public, until you reach your dns...

@darkwing: i don't think na mag time-out ang pinging if the packets reach the specified IP address. In fact, if packets reach the specified address, it is expected to reply. that's why if the connection to that ip address is alryt, the pinging says:

    Reply from 192.168.0.2 bytes=32 time<10ms TTL=128

Just do the isolation thing. First check if you have broadcast in one of your PC-worm, trojan, malware, virus, etc.

If none, do the ping from inside out. Start with your gateway. Speedtouch usually use the default 10.0.0.138. Just check yours. How? C:\ipconfig. See your default gateway?

Next your DNS then the internet. you can also check where the possible bottleneck would be by tracing the route of your packets. C:\tracert www.example.com

Tell us a story after you've done all these.

That would be fine for malwares but not with worms, trojans and virus. There are a lot of free AV softwares available now. You can pick one if you like.
