Programmers has higher salary than the 2 but more difficult.
Then net admin next.

mas daku siguro net admin kesa programmer... unless network engineer ra imu pasabot kay mas daku gyud programmer.

Maybe you are comparing junior programmer (or OJT) to a senior net admin.
IMHO, net admin's job is not as advance and is mainly configuration and rights management which is much easier than programming.
uhm isnt net admin supervisory level? kanang higher position than a network engineer. cos I'm sure that programmers are given higher salaries than a network engineer, but for network administrator... kalevel mn siguro na sila sa senior programmer/project lead. or maybe I got it the other way around... am not sure tho...

Mostly 1 person ra ni sa company. No need to supervise or delegate jobs to anyone.
When a network is already set-up properly. Net admin's job is done.
AFAIK, in small companies, dual role ang programmer and net admin. 1% administration and 99% programming.

but not all companies have the same set-up. I agree with the dual role but i don't agree with net admin's job being done already after network is already set-up properly. you familiar with disaster recovery? and also expansion of the company, still requires net admin. also data preservation/back-up. net ad job is very critical I believe. they manage the network, lan and wan. and they do delegate jobs to comp technicians.
