There are online stores on the net.

But you could use open-source and free solutions on the softwares you listed.
C++ -> gcc is free.
turboC -> This is ancient and borland already released turbo C to public domain. No need to purchase. Search borland site for old softwares.
java -> this is free from sun.
vbasic -> you could use gambas. or download a free vb (express edition, I think) from microsoft.
eagle -> free version is available but limited in board size. Are you a PCB designer?
orcad -> I don't know if there are free version for this. This is a bit expensive. I suggest eagle instead and there is a linux version for eagle too.
