A Straight forward answer , while at times its okay to give credit where it is due an official who chooses office know what a Public Servant must do and yes it is part of the job. All the decisions need to be for the peoples good. Unfortunately inspight of certain advances there is still a lot of work that need to be done. If I may add my 2 cents , let us not forget the past officials, people that in someway helped shape Cebu.
