THE Cebu City Government has started a drive against water vending machines displayed on the city’s sidewalks. The City Health Department has correctly noted that having these machines on sidewalks and largely unattended exposes the water sold to possible contamination. The rule now is to operate the machines inside homes or business establishments.
But Cebuanos have a phrase for that: gamay nga negosyo initan (translated to, “small business very hot”). The owners of these machines are usually small entrepreneurs whose profits from the business are only enough to meet the daily expenses of their families. “Nangiyawat” is the apt description for the effort.
Because of this, City Hall should have launched an information campaign targeting owners of these machines before resorting to such drastic measures as confiscation. The City Health Department could have conducted seminars or trainings on how best to operate the machines, balancing sanitary concerns with the need to earn from the undertaking.
If that is too heavy a task for health department personnel, then they could have solicited the help of officials at the barangay level.
Incidentally, those water vending machines are actually an improvement of the old practice of selling “iced water.” If City Health Department officials found contaminants in some of the water vending machines, did they try examining those “iced water” packets?
I mean, the better approach would have been to encourage the proliferation of these water vending machines while ensuring that their owners comply with proper sanitation rules. Those machines provide better and cleaner alternative to “iced water” and the mineral water they dispense are much cheaper than their bottled counterpart.

Dugh! This is such a STUPID law. The water vending machine is far more safer than your so-called ICED WATER being sold in sari sari stores. The only thing that needs to be done is to impose guidelines on how to operate the vending machines for sanitary purposes. But removing them entirely doesn't make sense.
Kay ngano, inig palit nimo ug ice water sa inyong silingan nga tindahan, kahibaw ba mo kung gi unsa na nila pag package? Gi unsa pag putos? Sanitized ba ang environment sa nag buhat sa ice water? Nag hair net ba ang tindera nga nag putos sa tubig? Most importantly, asa gikan ang tubig sa ilang ice water? Is it even sanitized water?
