    Default City to clear streets of water dispensers


    FOR the safety of the public, the Cebu City Government will no longer allow water vending machines or the automated tubig machines (ATM) to operate on the city’s sidewalks starting today.

    The City, through the Garbo Asenso Sumbanan Alyansa (Gasa), will only allow ATM’s to be operated inside the homes or business establishments, provided they have a sanitary permit from the City Health Department (CHD).

    This is in compliance with Presidential Decree (PD) 856, otherwise known as the Sanitation Code of the Philippines, said Gasa chief Dr. Lucille Mercado.

    Chapter II Section 6 of the law provides that “no person shall operate a water vending machine or dispenser for commercial purposes without securing a sanitary permit from the local health office.”

    CHD Chief Dr. Stella Ygoña, who is a member of Gasa, said all water vending machines in the city don’t have sanitary permits.

    She said all of them are on sidewalks, which exposes the water from possible contamination.

    “If naa man gud sa gawas, dako ang possibility nga naay bacterial contamination, unya naa pay mga abog. Wa sad ta kabalo kung binuangan ang mga ATMs especially at night (If they’re outside, there’s a big possibility for bacterial contamination, and so with dusts. We also don’t know the ATM’s could be pilfered at night),” she said.

    Strict

    Ygoña said Gasa will be aggressive in confiscating ATM’s placed on sidewalks because of a recent incident in Barangay Pahina Central.

    She said seven out of the 14 water vending machines in the area were found to have contaminated water.

    On their new policy, Mercado yesterday made clear that they are not going after the water vending business and its operators but just want to ensure the safety of the city’s constituents.

    “Ang importante sa ato is ang kaayuhan sa mga tawo. Okay ra na ilang business as long as di ma-risgo ang katawhan (What is important is the good of the people. Their business is okay as long as it won’t put people to risk),” she said.

    Operation

    Today, Wendell Cenas of Prevention, Restoration, Order, Beautification, Enhancement (Probe) said their office will conduct a city-wide operation against ATM’s on sidewalks.

    He said they will be confiscated while the operators will be fined P500.

    The fine imposed, Cenas said, is based on City Ordinance 801, or the ordinance covering obstruction on sidewalks.

    Asked how owners can redeem their confiscated ATM’s, Cenas said they will have to attend a seminar on sanitation and health.

    kafaet ani oi, kadaghana baya tawn nato dire mga taga istoryans naay tubig tubig.. maayo ta pangitaan nila way na pwede lang ghpon mka butang or something kailangan lang cert. sa city health ky pait kaayo mawala ni, dako baya sad ni gamit , dako kaau ma save kwarta kay barato ra.

    Ako wala man ko reklamo sa ilang intention but sad to say they are bias, ang automated tubig machines (ATM) mas obstacle sila sa sidewalk or mas prone to bacterial contamination. Pero ang mga kwik-kwik, pungko x2 ug uban mga carenderia, or any food vending sa sidewalk kay dili na lang prone to bacteria ang other contagious diseases. Kung ingon ani man gali ang tanan na lang ilang i-apil. Mas maayo ilang buhatan ug guideline unsa-on pag operate nga lempyo ug presentable ang mga ATM machine. They are not actually solving the problem because ICE/ Ice water in plastic still exist every street in the Philippines and the source of water still unknown of its condition.
    The question there are they solving the problem, As what the philippine government always do/think/act is to confiscate, eradicate, destroy, penalties or any destructive and controlling action that they find it serve, protect the interest of the people. If you are serving the people you make a clean and strict guidelines to any business or activities by studying the issues as a whole and how that issues connecting and affecting to other entities.
    For me the guideline would be:
    1. Source of water
    All water seller includes: Ice Candy, Ice Cube, Ice, Ice water and other water vending machines
    A. MCWD / Any water district
    B. How they sanitizes the water (Distilled / Purified)
    C. List of companies/businesses are allowed to distribute water for water selling and water vending machine.
    D.Guideline on how to Operate a water vending machine
    E. Accreditation for all selling water to the public

    for me these how they guide the public through proper information.

    SECTION 32. Special Provisions.

    e. Ambulant Food Vendors

    1. These vendors shall sell only bottled food drinks, biscuits and confectionaries.

    2. It is prohibited for food vendors to sell food that requires the use of utensils.
