    What we need are 24 hour marshalls to monitor
    the incoming shipments, the automated and computerized ones,
    every shipment can be barcoded including the manifests, this is very tedious,
    but for the billions lost because of corruption I think it's worth a consideration.

    dapat siguro monitoring should be done via surveillance camera unya dapat makita tanan shipment . If monitoring is done remotely like a centralized monitoring station in manila unya available for viewing ang live feed, mas less ang chance nga mu collude ang mu inspect sa shipment. in other words, always have accountability. You always have eyes watching each person every step of the way.

    best thing to do is remove the human interaction and make it all transaction automated

    here's the ironic thing..

    They say high tariffs with imported vehicle is applied because locally manufactured vehicles is preferred. High taxes on imports will discourage importation and give an edge to local manufacturing..

    But do we even manufacture our own vehicles? We don't. We still import from other countries.

    Since we are talking about imports, why is it when a company imports vehicles (yamaha, honda, and even large distribution centers), they are not taxed for import? So if a company imports vehicles, it will be considered "local". But if a small business or individual, it is considered as "import" and thus taxed very heavily..

    Sounds like a lot of BS to me...

    All I could say after working with NGO's for a long time is that the laws we have are PRO Rich.. But the rich (politicians, business tycoons, stc) just pretends to care about the poor to get their votes and goodwill.

    To stop corruption in any branch of our Philippine government,
    They should privatize the Auditing arm or outsourced it to a private auditing company, preferably international firms.
