In our present scientific understanding, we have a different theology of the Spirit world contrasted to the world of the author, satan = evil spirit, the theology of the author's day was that nothing evil can work unless God allowed.

For me, the evil spirit did not come from God nor was sent by Him but He allowed the evil spirit to torment Saul. It was literary an evil spirit. It could be something bad will happen or just a feeling.
Just like the plague in Egypt, God allowed the Angel of death to punish the Egyptians. Same thing sa story ni Job, God allowed satan to persecute Job to test his faith.
