its one of those "factory defects" so to speak.
but ur +5V downswing and +12V upswing looks very disturbing...

I think you don't need to worry about your 12-13v. rail its a good thing
when upgrading more components that means it has ample power capacity for more additional power hungry components, like hardrive, highend VCs, fans, drives, and PCI components.
If you really want to lower your 13v to 12v
ang tambal ana brod is to put more components in your PC para maconsume or makuhaan gamay imo 13v rail. Maybe some additional hardisk, powerfull VCs w/ 12v power, Wirless Card, more USB compnents, additional PCI components, ect..
As i've said your PSU is ok its built ready for component upgrades.
