^ intentions must face economic realities of incentives and constraints. Bribing Officials in BOC has more incentives than following the regulations set by BOC. The officials in BOC have incentives in occasionally accepting bribe from importers. Too strict an implementation, importers will stop importing through BOC altogether, and will find a way to smuggle one way or another. The setup of customs is a protectionist policy, and ultimately the consumers will suffer by paying higher prices. Governments are propping up their respective customs to "protect" their local industries, somehow i don't get the logic. Local business import some materials outside the country, passing the tariff cost to the consumers, therefore consumers are paying higher for some local goods.

I agree with the previous posts. I wondered also for years hibaw-an nana that there is corruption in BOC but up to this date waman gibuhat. A breakthrough jud na if mastop na ni PNoy.
Actually BoC is not the root of the problem itself. The problem here is the use of BoC agents placed by politicians and powerful people who delegate those agents for their personal interests. The reason why smuggling seems to peak especially during election years is because BoC is one of the milking cows of their political machinery.
Blame the elections/electoral process for the fundamental problems of this country that not only taints the institutions but the very people who are the foundations of this nation.
To stop corruption? Is to stop electing "corrupt and not qualified" leaders I guess? Pero, the question is -How can we be assured na dili corrupt ato gi vote?lisura ani nga question oie.
