The two are the same but different in the way they are executed. Flex is browser-based while AIR is window-based ( it can run on the desktop ). Why did I say "window-based" and not "windows-based" because AIR can run on linux. Learn Flex, while learning flex you are actually learning AIR. Another difference between the two is AIR can do full file manipulation while Flex has limited capabilities on that line.
Actually Adobe Flex is an IDE used to build Flex applications. FLEX itself is a free framework you use to build flash-based applications. You can use text editors and build your flex apps using command line.
Because of this confusion, Adobe is changing the brand of Adobe Flex to Adobe Flashbuilder so as to distinguish the IDE from the framework.
I think the IDE is called Flex Builder and not Flashbuilder.
Yes correct it is called Adobe Flex Builder but the next release will be called Adobe Flash Builder.

Actually, the flex framework is intended for developers who wants develop flash-based applications but don't have the time to spend learning tweens, timeline, frames etc.
If you are using the Adobe Flex Builder IDE, it has a simple drag and drop interface where you add your controls and define functions and events. After which, the code is compiled to either .swf or mxml format. You only need flash player installed on your browser to run this type of application.
