    Mechanics:
    Round 1: A panelist shall ask a question to one of the candidates. The candidate has at most one minute to answer the question.
    Round 2: A candidate has two minutes to answer a question coming from the lay people. These questions where already videotaped by GMA. A candidate has two minutes to answer.
    Round 3: All candidates shall be asked with a common question by the show’s host. This means that one candidate shall go to the stage while the rest shall go to a room where they could not hear the question. This process is then repeated until all the candidates are being asked with the same question. A candidate has one minute to answer.
    Round 4: Each political candidate shall pick a name from a list of his fellow political candidates. The name that that candidate picks shall be the one to ask him/her a question. A candidate has two minutes to answer the question.

    Round 1:

    Mike Acebedo Lopez: How do you intend to solve the problems of the Gang and fraternity riots?
    Fermiliano Dapitan: I will campaign for my police to do their job and for them to be given a chance to control these gangs and fraternities. We must assign and monitor the police according to what are stated in their duties and responsibilities.

    Dr. Vilma Lastimosa: What mechanism or system will you set up in your office for it to be transparent and accountable to the public?
    Anastacio Dela Cruz: I will consult the people because they are the taxpayers. I will take an inventory of the different police – and the manpower needed in every precinct.

    Antonio Pineda: How do you intend to address the most pressing concern of your city today? And what in your track record shows that you can actually address it?
    Alvin Garcia: The most pressing problem of the city today is the South Reclamation Project (SRP). Much of our treasury is being paid to the debts/loans because of SRP. Our roads have many potholes; we lack solutions in our health or health care system. In order to solve the SRP problem, I would like to create a committee to evaluate. I do not like that the coffers of the city is just used to pay for the SRP. What is in my track record… (time is up)

    Eileen Mangubat: Would you allow relatives to be hired in City Hall? If yes, in case that your relative uses office supplies worth 200 pesos for a project of his/her child, what will you do?
    Rodolfo Laconza: I will leave it to the Civil Service Commission. I will not allow any relative to be employed. If there is any anomaly in the City Hall, I will give them a chance to explain their position before I give my judgment. I won’t allow anomaly because what we need is transparency – I will never doubt and take second thoughts.

    Ramsey Quijano: The city government is currently giving allowances to judges and city prosecutors. Do you believe that this policy would impair the principle of check and balance in the government?
    Georgia Osmeña: I do not agree of giving allowances to these people. Yes, I will disallow these allowances. There are many instances that flat-out allowances are given to the students. However, I prefer giving them scholarships. For senior citizens, I would prefer giving them more services like reading eye glasses and other health care programs rather than giving them cash.

    Atty. Michael Yu: With the forthcoming income that the SRP generate from its sales, how do you put this income into good use?
    John Henry Osmeña: Every prudent borrower should pay the debts. The city enjoys good income from its normal sources but this income has been used to pay the loans of the SRP. That is why, “wala natagad ang hospital, ang kadalanan, ug ang basura.” The income of the city has been diverted to the SRP. This money should be used for the improvement of the totality of the city. We must set up a network of satellite hospitals in all the regions of the city.

    Atty. Gigi Jorda: You already know that corruption is a social cancer, as mayor, how can you assure transparency in governance?
    Crisologo Saavedra: Corruption takes in many forms. To solve this, I would be a leader of integrity. My number one objective is to pass a city ordinance to blacklist any city contractors who are involved in any forms of corruption. And also, I will pass an ordinance to erase the names of politicians in government vehicles and properties. I will not gamble my reputation even in millions of pesos.

    June Veliganio: As a lawyer, what can you do about these minors who are involved in crimes since all of them cannot be filed with a criminal case based on the juvenile justice law/act?
    Salvador Solima: As mayor, I cannot amend, thus I must follow. But as a mayor, I can suggest to the Congress. For me, let us solve the problem of poverty in the family because the root problem is within the family. If the family is given enough sustenance, then there is no person who will steal, or who will create crimes. This is what the government must solve because the government is not for a person but for the people.

    Round 3
    Question: What do you plan to accomplish in your first 100 days as Mayor?

    Salvador Solima: We will try to do our best for our young individuals to acquire jobs.

    Crisologo Saavedra: As what I have said before, I will pass a city ordinance blacklisting any contractors if they are involved in any corruption activities. And also, erase the names of politicians in vehicles and government properties. My other goal is also to save the urban poor people and squatters who live in substandard houses.

    John Henry Osmeña: Put the city hospital in order. I will go to the city hospital and I will make sure that the patients are given proper care and attention. I will also straighten out the city especially on the question of garbage and traffic. A matter of attention and transparency in office is something that can stay in the succeeding days.

    Georgia Osmeña: Pick up all the garbage in Cebu City and figure out where we should dump them. Take care of our debts due to SRP. Focus on the basic services like asphalting all the roads of Cebu City. Remove the vendors at the side walk and designate a special place for them “like a Divisoria.”

    Rodolfo Laconza: I will take care of the traffic. I will be consulting the different stakeholders in the transportation sector.

    Alvin Garcia: Solve the problem of SRP. Create a committee of people like the media, banker, and realtors to investigate on the SRP and let these people negotiate so that we can have transparency.

    Anastacio Dela Cruz: Inventory of police in all stations especially that they are the frontline of the peace and order of the city. We must also include the Brgy. Tanods since they have become the frontline in some instances.

    Fermiliano Dapitan: I will focus on the peace and order of the city. Second, health. Third, education. And lastly, livelihood. Train the OSYs to become skilled workers. House the street children and street people to a center.


    Round 2:
    Question: Unsa ang una nimong buhaton aron masumpo ang panagbangi sa mga gang ug frat?
    Fermiliano Dapitan: Penetrate the visibility of the police. Make a 24-hour checkpoint. The policemen must also be visible to all corners of Cebu City.

    Question: Unsa man ang imong mga plataporma to maintain peace and order in the city?
    Anastacio Dela Cruz: The police must be visible in the community. Make an inventory of the police force.

    Question: Unsa imong unang lakang aron mahatagan ug maayong pagpuyo ang mga street children dinhi sa dakbayan?
    Alvin Garcia: We must create a program with the government and NGOs. It is not enough to house them into a center. There must be an education component present from the lower grades to the higher grades.

    Question: Unsa man imong mabuhat aron mapalambo ang sitwasyon sa trapiko?
    Rodolfo Laconza: We will make a consultation and dialogue with the different stakeholders like the transport groups, private vehicle owners, and commuter groups.

    Question: Unsa imong himoon aron maundang ang prostitution sa dakbayan?
    Georgia Osmeña: Empower the police to “pick them up” and assess them so that they would not be accepting any bribes. Make some livelihood projects for them to have other sources of income.

    Question: Unsa ang ikatabang nimo namo nga mga Senior Citizens?
    John Henry Osmeña: Improve the City Hospital and the health care program for the senior citizens.

    Question: Unsa man ang programa nga imong ikatahatag namo sa mga sidewalk vendors?
    Crisologo Saavedra: Provide a cooperative. Give them loans. I will provide places where they can sell and not be bothered by other government agencies.

    Question: For us small business people, do you have any programs to help us?
    Salvador Solima: We must use the budget of the city to help these people instead of paying the debts of the SRP.

    Round 4:
    John Henry Osmeña: Unsa imong pagtan-aw kang Mike Rama nga dili kaayo motubag ug mga pangutana, dili ba ni arongansya o ignoransya?
    Salvador Solima: Siguro na-feel na niya nga mapildi siya. Insulto kini sa haring lungsod.

    Alvin Garcia: Flooding is one of the problems of the city; our drainage system is not good. Being an engineer, what would be a probable solution to it?
    Crisologo Saavedra: Drench the rivers because they are too polluted. We are going to decongest the squatter areas near rivers.

    Crisologo Saavedra: Most of the squatters in Cebu live in substandard situation. What basic services will you give them?
    John Henry Osmeña: I will move them all to the SRP. One of the critical elements of the relocation is proximity in their work site. Another possible solution is to relocate them at the Municipality of Cordova. The squatter problem is a complex problem.

    Salvador Solima: Unsa imong buhaton aron ang mga Rama dili na makasulod sa City Hall?
    Georgia Osmeña: I am not the vindictive Osmena. As mayor, all Ramas are welcome to the City Hall. The city hall is open to everyone.

    Fermiliano Dapitan: Kung ikaw mahimong mayor, unsa man ang imong buhaton ngadto sa atong mga taxi drivers, sa mga PUJ drivers kay nangreklamo man sila sa ilang violation payments ug towing?
    Rodolfo Laconza: Give the drivers health care and medical care attention.

    Rodolfo Laconza: Urban poor, vendors, drivers, OSY, consumers, small businessmen..etc, if you are to select among them, which one do you want to prioritize and why? If none, what is your alternative priority and why?
    Alvin Garcia: They are the important part and they must be helped by the city to have some kind a socialized housing so that they can have their own lot. This has to be in coordination with the national government.

    Georgia Osmeña: What would be your programs for the youth?
    Anastacio Dela Cruz: We have many events, like the school. We must do our best that the youths are given allocation. We must also ask help with the socio-civic organizations.

    Anastacio Dela Cruz: Unsaon man nimo pagsulbad sa mga gi-angkong yuta sa kapitolyo?
    Fermiliano Dapitan: Ato jud na i-trace out kung kinsa jud na nga yuta. We will have a judicial process to trace out kung kinsa jud na ang mga yuta whether sa city government or sa provincial government.

    I travel a lot, and worked in metro manila for many years.. but Cebu is still the city to beat. there are problems for sure, but i think Cebu City is still one of the best cities in the country... even in Asia according to some survey organizations... one example, Cebu even beats Makati in BPO preference rating recently.

    As for any other alternative, there's no worthy (or winnable) opponent that I can see. I think Mike Rama will win convincingly. You don't have to be an expert to think that.
