I am by nature an optimist, but Manila as clean as Singapore? Maybe if they flatten it first, get some really great urban planners and completely eradicate graft while simultaneously changing the mindset of 70% of the population and magically rehousing the million+ squatters. Sounds like a miracle to me.

when the country is in "problems" high gasoline prices, corrupt officers and money driver people.. i see no hope.. i think they need to iron out the problems first then poeple will follow good role models
