JUST because Mayor Mike Rama “blamed” Mandaue City for the failure to clear the Mahiga creek of obstructions, Mayor Jonas Cortes is lashing back by collecting real property taxes from Cebu City for its operation of an abattoir in Mandaue. The Mandaue City Government even threatened to take over the slaughterhouse and auction it if Cebu City won't pay its tax obligation amounting to P2.8 million.
For me, Cortes is acting like a child. Instead of confronting the issue to solve the flooding problem, Cortes is complicating it. And is it proper for a local government unit to take over a facility from another government entity and then auctioning it without going to court?Bobby G. Nalzaro

Cebu City lawyers argue that Section 234 of the Local Government Code specifies
exemptions from local taxes, which include real property owned by the Republic of the Philippines or an any of the political subdivisions, except when the beneficial use thereof has been granted for consideration or otherwise to a taxable person.

But Mandaue City Treasurer Regal Oliva, who is also a lawyer, thinks otherwise. He said Cebu City is not exempted from paying real property tax as it is engaged in the proprietary nature of business. So, there is a conflict of opinion here. Who can resolve it? Only the court.
Why won't Mandaue City go to court first instead of taking drastic action? Puede ra man pod na ma-estoryahan ba.

“I am 33 years old and currently residing at Pereville Subdivision in Pagsabungan Mandaue City. I am working as finance manager of one of the multinational companies here in Cebu City. I see you as a very objective, impartial and independent journalist.
“I am writing to you to get the attention of government authorities so they would act on an issue that I believe has been ignored or has not been resolved at all for many years now.
“I am referring to Eskina Pagsabungan Road (P. Sanchez Road) in the intersection of
barangays Basak and Pagsabungan. The road has been damaged since I bought my house there seven years ago. And it has been neglected and ignored by the Mandaue City Government.
“I believe that barangay officials can only do so much. Officials of barangays Basak and Pagsabungan are playing pingpong as to who has jurisdiction over the road. This doesn't make sense at all.
“No Mandaue City engineering department official has bothered to include the repair of this short road in the Mandaue City project pipeline. The road needs to be concreted as a long-term solution.
“This is bizarre since Mandaue City is boasting that it will be an ISO accredited city soon. Mandaue is projected to be a good alternate for Cebu City in terms of business climate, infrastructure development, real estate, peace and order, etc. But this very short road, which is very visible from the highway, is being ignored.
“Pagsabungan is also the location now of real estate developments, like Pereville Subdivision, 888 Hillside Properties, Almiya (Aboitizland), Gaisano grand residences, etc. The barangay has also been hosting other manufacturing companies for years now. So I wonder why they stayed blind to this very obvious problem.
“I thought also that Mandaue has lot of extra funds since I read in the newspaper that it is interested to buy the damaged CICC. So it is unfortunate that this road has been ignored because it is an access to many residential subdivisions and businesses of the City. I wonder also when was the last time that Mayor Cortes passed by the road.
“There was a drainage project implemented last year so I thought that the concreting of the road would be next. But to my disappointment, this was not the case. The drainage holes now are highly elevated than the road, so water when it rains could not go inside the hole, causing flooding. Very, very bad.
“Please help us. Please echo, amplify or take this up with your connections in media and in Mandaue City, even perhaps Mayor Cortes. I am not a voter of Mandaue, so I do not care actually who sits as mayor. But as a resident who pays real property taxes to the city, and who in seven has experienced inconvenience and the unresponsiveness of the Mandaue City Government, I am fed up and very upset.”

dabest raba kaayo na sila ug mga plano...
- butang island sa already existing traffic...island nga mo-kaon ug half lane on each side...
- karon, gi-guba ang island sa kilid para himuong dalan...great thinking...EXCEPT...the friggin' bridge is still 1 lane each side ra gihapon...brayta...mag-funnel ra gihapon nang 3 lanes inig sugod nag saka sa bridge...
