he can realigned budget of his office... dili tanan offices iya impound into his pork barrel.

    eg.
savings sa DOTC dili pwede impund sa iyang pork barrel.

kanang kay Escudero lain man iyang concern.. ikaw ra man nag start sa DAP gud.

wa ko ingon gibayran, base on what they perceive. syempre naay anti-corruption drive ang new admin hence naay atmosphere of change hence naay mga gi.survey mo score it higher. But if you closely gamay lang ang change.

they cant be binayran kay base siguro na on random sampling if not certain group. And why would they pay kung they can alter the data instantly ? kahas2x lang sila ug kwarta.

but do read their summary its still early to tell if naa gyud real change.

The High Tribunal declared the following schemes under the DAP unconstitutional:

    * The withdrawal of unobligated allotments from the implementing agencies and the declaration of the withdrawn unobligated allotments and unreleased appropriations as savings prior to the end of the fiscal year and without complying with the statutory definition of savings contained in the General Appropriations Act
    * Cross-border transfers of savings of the executive department to offices outside the executive department
    * Funding of projects, activities, programs not covered by appropriations in the General Appropriations Act

Airport issue puts DAP in question - The Standard

Abad admitted that the DOTC’s P14.5 billion budget for airports was consolidated under the administration’s “pooled savings” for the DAP.
