Slash and Burn / Kaingin Method: Is it LegaL?

We were driving to Bogo the other day and from afar I could see a huge cloud of light brown / orangey smoke (maybe kay sunset) from afar. As we approached, there was like a 2 hills on fire and the smoke was just disturbing to look at knowing nga it's not good for the environment. I was just wondering, is this practice still legal? This was a sugarcane field. You know here in the north daghan sugarcane fields.

In forested area bawal ang kaingin... i don't know sa plantation, i think it was a common praktis to burn the dried leaves of sugar cane... Mostly in ana ginahimo nila sa mindanao, i've seen burnt fields sa bukidnon kung mag trucking ko padulong ug cotabato...

kung kahoy kay bawal...pero kung gi ani na nga mais okay raman na....cause expected man sad nga tamnan na nila balik....

AFAIK kaingin method is only prohibited in high lands such as mountaineous areas of mindanao.. but if sa lowlands lang kaingin is considered to be legal by some folks especially kung agricultural area sya..

kung mahimo lang jud kaingin should removed as an agricultural practice for todays generation because it can just add up greenhouse gases to our atmosphere.. but since our folks haven't enough knowledge on how to handle agricultural wastes so this kaingin method is always practiced by many of them.
