There’s nothing a congressman can do that a provincial executive can’t do and isn’t in a better position to do. Ask any governor if what I’m saying is true or not.
I don't think the Governors are the right man for the job. To legislate for the national and to attend to the needs of the province are too broad task that does not only require expertise but time and focus....One point worth considering is that when such will be allowed it is not impossible that everything will just be good in the start there will be no genuine administration of both affairs.

Got a point there. The rationale why representation in Congress is based on the population and not on the province is that to provide equal representation. The larger population has to be represented proportionately. This is not redundancy as i see it.
