Marcos had his loyalists, so does Ampatuan. All tyrants have their butt kissers.

Tyrants just promise the people peace, safety, livable environment. It compares to the farmer who raises chickens. All chickens gather around him to be fed and protected against predators. When the farmer catches a chicken to eat, the other chickens just cluck and say: it's alright, it is not me being slaughtered.
