    Duterte issues 48-hour ultimatum vs bombers

    DAVAO CITY -- Mayor Rodrigo Duterte said Thursday that he will offer a P2-million bounty for any information that will lead to the arrest of two men suspected to be responsible for the twin explosions that rocked two shopping malls in this city Monday night.

    Duterte said he is willing to offer P1 million for each of the bombing suspects if they fail to appear before authorities within 48 hours from Thursday afternoon.

    "Let us know. Beginning this afternoon, gusto namin kayo makausap. Go to the nearest military or police authorities if hindi kayo connected with (any group). We do not jump into conclusions but if you do not make any contact to the government within 48 hours, it's P1 million. It's P2 million sa dalawang tao," Duterte told reporters in a hastily-called press conference at the Royal Mandaya Hotel.

    He said the reward will be open to everybody. The ultimatum took effect at 3:30 p.m. Thursday.

    With the public safety at risk, Duterte said there is a need for the government "to resolve to extreme measures to protect the people and government."

    During the same press conference, Davao City Police Office (DCPO) chief Ronald dela Rosa presented the copies of the closed-circuit television (CCTV) footages to Duterte and the media, showing two suspected persons -- one who allegedly planted the improvised explosive inside Cinema 1 of SM City Davao and Cinema 5 of Gaisano Mall of Davao, and the other suspect who bought 21 pieces of MSM-HK battery, believed to be an accessory to the device, at the KSM Kim Sheng RTW and Fashion Accessories on R. Magsaysay street.

    Dela Rosa's presentation showed that a man, wearing a light-colored jacket and a sling bag, entered the SM City Cinema 1 at 6:42 p.m. and left at 7:28 p.m. The man was already wearing a cap when he left.

    The same person, with the same description, was also caught on CCTV camera buying a movie ticket at Gaisano Mall ticket booth at 8:19 p.m.

    CCTV footages also showed that another man was paying for the items he bought at the KSM Kim Sheng store around 4:09 p.m. of September 16, the same day when the bombs exploded in two cinemas.

    "Bihira lang ni nga battery and according sa among pag subay, diri lang sa KSM ni siya mapalit (The MSM-HK battery is uncommon and is only available at KSM)," Dela Rosa said.

    "Posible nga nagpalit sila ug daghan batteries to be exhausted for the trial and error sa bomba or posible pud nga duna pa silay lain nga plano pabuthon just to scare the public (It's possible that they bought many pieces of battery for trial-and-error, or they might also plan to bomb other areas to scare the public)," he added.

    Duterte said he is asking for the aid of foreign agencies to help them give a fine detail of the physical appearance of the two suspected bombers.

    "We are working overtime," he said, adding that "we are not running out of time but hinahabol namin sila (we are running after them)."

    Duterte also said that the government "does not feel insulted" with the terroristic act.

    He said he never guaranteed the public of a 100 percent assurance on their safety, however, he can only guarantee them that the military and the police can "100 percent prevent or suppress this kind of activities."

    "Walang magandang tao diyan sa terrorism. If they want to do it, they can do it," Duterte said.

    The first blast occurred inside the SM City Cinema 1 around 9:03 p.m. from an improvised explosive device (IED) placed on seat J5 of the orchestra portion.

    Duterte to ban caps, shades inside city establishments

    DAVAO City Mayor Rodrigo Duterte said Thursday that he is drafting an executive order that will ban the wearing of caps and sunglasses with dark lenses upon entering any establishment in the city.

    "I do not want people entering buildings with caps and shades that are really dark. Those are for outside environment. If you enter buildings, you will be asked to remove your cap, hat, shades or everything. And if you do not want to do it, you will be denied entry," Duterte told reporters in a hastily-called press conference at the Royal Mandaya Hotel Thursday afternoon.

    He said authorities will be "strict" in the aim to "protect public interest, public security and public order and to save lives, prevent destruction of properties."

    "I'm signing shortly the executive order," he said, adding that he will direct City Administrator Melchor Quitain to immediately craft it.

    The mayor's directive came after watching the closed circuit television footages taken at SM City Davao and Gaisano Mall before the explosions Monday night.

    The man they suspect as the bomber was wearing a light-colored jacket, a cap, with a sling bag around his waist.

    He entered and left SM City cinema from 6:40 p.m. to 7:28 p.m. He was again seen at the ticket booth of Gaisano Mall 51 minutes later.

    "Wag ninyong papasukin, pag magalit, sipain ninyo. That is my order. So walang pa hero-hero dito sa lugar namin. We are doing this not because we are desperate but to come up with good measures, kung ayaw ninyo magpa-search, tawagan ninyo ako at sisipain kita ulit sa publiko," a seemingly-irate Duterte said.

    He added: "We can be nasty without violating human rights."

    Duterte said even women are not exempted with the directive.

    "All will be subjected to a search by the police," he said.

    The police, on the other hand, should also be courteous upon requesting a person to remove his/her cap or shades.
