Mangutana unta ko if there are salons in Cebu that do BALAYAGE? And how much? Ganahan unta ko pa-make over when I come home this January.

My bestfriend told me Piandre does it but for a whopping 10Kphp minimum. Kaubo sad kos kamahal. >.<
