SUSPENDED Capitol security officer Loy Madrigal has been ordered to return the assorted guns and equipment issued to him. Otherwise, the embattled chief of the Capitol’s Anti-Illegal Fishing Task Force will face another complaint, said a notice sent by the Provincial General Services Office (PGSO) to Madrigal.
The notice was sent last Sept. 16 by PGSO through Provincial Administrator Mark Tolentino.
Madrigal, however, said he will file an appeal to allow him to keep the guns for his safety.

“Mohangyo ko nga ari sa nako ang armas (I will request that I will be allowed to keep the firearms) because I have to defend myself, I can’t count on anybody. Kon tangtangan ko nila’g armas, sama ra nga gitugyan ko nila sa leon ila ko’ng ipapatay (If they would take the firearms back, it would like sending me to the lion’s den),” said Madrigal in a radio DyLA interview.
He said he has three Capitol-issued firearms-a short firearm, one shotgun and one sub-machine gun.
Records from the PGSO, however, indicated that nine firearms were issued to Madrigal.
The acknowledgment receipt for equipment issued to Madrigal showed that the nine firearms have a total value of P237,300. These are two shotguns (Hatsan escort aim guard folding stock), with a total value of P34,700; five .38 revolvers (Squires Bingham), with a total value of P42,600; and two sub-machine guns (9mm MP9-A5) total worth P80,000 each.
“For use in CSU (Civil Security Unit), Task Force Penro (Provincial Environment and Natural Resources) and anti-illegal fishing,” read the acknowledgement receipt.
When asked if Capitol would be responsible if Madrigal ends up hurting someone using the issued firearm, Davide, in text message to Sun.Star Cebu, said, “Madrigal will be personally liable (on the incident) and (he will be) subject(ed) to disciplinary action for not heeding the memo to return the firearms.”
PGSO records also showed that two vehicles have been issued to Madrigal. These are a Mitsubishi Strada pick-up (SJC-600) and White Kia double-cab (SJV-774). Two motorcycles were also issued to Madrigal’s office. All these vehicles still remained with Madrigal as of 1 p.m. yesterday.
Meanwhile, the committee on discipline and investigation (Codi) headed by Tolentino met to discuss Madrigal’s cases involving his alleged affair with his secretary and the accident involving Madrigal’s service vehicle driven by an unauthorized driver.
“Tolentino will also inform Governor Davide on the actions Codi will take,” said Ethel Natera, provincial information officer. OCP
