If you ask me what this is all about… it is nothing but plain and simple bribery. Rep. Tomas would never transfer those funds to Rep. Gullas without getting anything in return… which translates to the Alayon supporting the candidacy of JunJun Davide for the gubernatorial seat of Cebu Province. In the end, if Rep. Tomas Osmeña wins as Cebu City Mayor and JunJun Davide wins as Cebu Governor… then Mayor Tomas will be the most powerful person in the entire island of Cebu because JunJun Davide will never say no to his master.
