MANILA, Philippines - Two policemen were sacked after allegedly trying to extort money from the son of incoming Metro Manila police chief Leonardo Espina.
Senior Police Officer 4 Jose de la Pena and SPO2 Resty del Rosario were ordered relieved of their duties after the extortion try last Tuesday, according to Chief Superintendent Mario de la Vega of the Quezon City Police District. (Watch video of interview with QCPD chief de la Vega)
In a DZMM interview, Espina said the incident occurred when his 22-year-old son parked his car outside a Chinese school at Hemady so he could call up a friend he was meeting for dinner.
He said a patrol car then pulled up and a police officer, identified as de la Pena, accused his son of engaging in phone ***.
“Kausap lang naman ng bata yung kanyang kaklase. Kung ano-anong mga charges yung sinasabi nung tao. Ang violation niyan bente mil, sabi niya,” the NCRPO chief said, referring to de la Pena.
He said the police officer ordered his son to move to the passenger seat so that he could drive the vehicle.
He said his son pleaded with the policeman because he had no money. De la Pena then told Espina’s son that they would drive to a nearby ATM so that the latter could withdraw P5,000.
“Huminto sila sa Santolan at pinababa yung bata para mag-withdraw sa ATM. Tumayo po yung bata sa harap ng auto at tinawagan ako. Hindi niya alam ang gagawin e, nagpa-panic na. It was a very traumatic experience on his part,” the NCRPO chief said.
He said he told his son that he will talk to the police officers who were accusing him of a violation. He said he introduced himself to de la Pena and asked him about his son’s alleged violation.
He said de la Pena fell silent, handed back the phone to Espina’s son and then drove Espina’s son to EDSA Santolan where they abandoned him and the car.
“Hindi na siya umimik, sinoli ang cellphone ng anak ko at iniwan ang anak ko sa EDSA Santolan,” he said.
He said he later told his son to go to Camp Crame where they were staying
‘Hindi ko patatawarin ang ganito’
In the interview, the newly installed NCRPO chief said he has no plan to forgive the 2 extortionist cops.
“Hindi ko ho patatawarin ang ganito at ayaw kong masisira ang buong Philippine National Police dahil lang sa mga ganitong uri, 2 man lang sila. At hindi ko alam kung ilan na ang nabiktima ng mga ito at nation lang na anak ko ang nabiktima. Parang sanay na sanay e,” he said.
"That is clear extortion," he added.
Espina said the 2 cops did not apologize to his son for what they did. He said he will not tolerate what happened, whether or not it was his son who was victimized.
“Beyond sorry ho yan e. Paano natin hindi kikitilin ito – sino pa ang mga bibiktimahin? Kung kailangan niyo ng tulong, kakampi niyo ako. I wil never tolerate this ke nangyari to sa anak ko o kaninong anak. Hinding-hindi ko ho pwedeng palampasin ito,” he said.
“As a father, kahit sino magagalit. Imbes na sila yung kumakalinga dun sa mga nasiraan ng sasakyan, sila pa yung gumagawa ng kalokohan,” he added.
QCPD chief de la Vega said the 2 police officers have not reported to work after the incident last Tuesday.
He said he ordered the 2 officers disarmed, relieved of duty and confiscated of their badges. The 2 will also be reassigned to the admin holding office at QCPD headquarters, he added.
De la Vega said the 2 will be dismissed from the police force if found guilty of extortion.
