THE Marcelo Fernan Bridge will be partially closed to traffic for 88 calendar days starting June 4, as the Department of Public Works and Highways (DPWH) will be replacing the bridge’s “expansion joints.”
The repair schedule was discussed in yesterday’s Mactan-Cebu Bridge Management Board (MCMB) meeting, where Engr. Eda de Guzman of DPWH 7 presented a report to the governor and board members.
De Guzman said the replacement of the expansion joints will add another 45 minutes of travel time going to and coming from the airport during peak hours.
De Guzman said once the project starts, one of the bridge’s four lanes will be closed to traffic for 14 days, and only three remaining lanes will be utilized.
The replacement work on the expansion joints will be done in six phases.
She said around five expansion joints will be installed in a lane, making it impassable for 14 to 18 calendar days during installation.
    Cushion
Finger-type expansion joints are the metal connectors of the bridge’s horizontal segments.
The expansion joints, which allow slight expansion or contraction, cushion the transmission of stress and vibration between two interconnected segments of the bridge.
The replacement works will be done by private contractor PLD Construction.
Engr. de Guzman said during Phase I, which will take 14 days to install the joints,
the outermost lane of the bridge will be closed to vehicles travelling from from Lapu-Lapu to Mandaue.
Three lanes will be utilized: two in going to the airport and one from the airport to
    Mandaue city.
On Phase II, the inner lane of the bridge will be impassable for 14 days to vehicles coming from Lapu-Lapu and headed to Mandaue. Traffic will utilize the other three lanes.
    Not normal
On Phase III, the outermost lane of the bridge will be closed for 18 days to vehicles from Mandaue and headed to Lapu-Lapu City.
On Phase IV the inner lane will be closed for 14 days to vehicles coming from Mandaue and headed to Lapu-Lapu city.
During Phase V and VI, two lanes on the viaduct will be separately closed for 14 days each.
“Traffic flow will not be normal during these times and expect heavy traffic congestion,” said Cebu Gov. Gwendolyn Garcia, the board’s presiding officer.
Upon Lapu-Lapu City Administrator Teddy Ybañez’s suggestion, the governor asked PLD Construction to put up a detailed calendar of activities on the road for proper dissemination and project details can be implemented.
The governor added that the proper contact numbers of those in charge of the DPWH project must also be indicated so the public can air their concerns directly to them.
    Competition
The closure of lanes will affect the 70.3 Ironman triathlon international competition this August 4, which will fall on Phase IV of the project.
Garcia said the MCMB will schedule another meeting with the triathlon organizers late this month to iron out possible traffic kinks.
The international triathlon, which has drawn at least 1,700 athletes, 40 percent of whom are foreigners, will be passing the bridge using their bikes.
Traffic enforcers both in Mandaue and Lapu-Lapu cities present in the meeting pledged to coordinate with each other and the contractor to assist motorists in the rerouting.
PLD construction promised to provide signs to guide motorists.
DPWH Assistant District Engineer Renult Ricardo of the Cebu Sixth Engineering District assured Philippine Navy and Coast Guard officials that safety nets will be put up under the bridge to protect passing sea vehicles from falling debris.

Good News ni para nako... At least the Government spending the fund for the rehabilitation of the 2nd bridge, and also unsafe na pud kaayo ang 2nd bridge kung dli ka magbantay ug magpahinay ug dagan although it brings inconvenience to the commuters and motorist going to Lapu-lapu and Mandaue and vice versa, but for me it needs repair and maintenance.

bitaw sa? it's not typical to schedule it during school days a lot of the commuters will suffer. why they haven't done/started it during out of school days arun gamay ra unta maapektuhan, half way to finish na unta ila project karun ug gisugdan pa right after pag end sa school db?

anyway, i consider it a good move for the part of the government kay waa sad sila nagpasagad yet only the timing lang sort of, very wrong, lol
