The results of the 2010 Census of Population and Housing have just been released:

It shows that
Talisay City already has a population of
200,772. This means it is now qualified to be a
highly urbanized city.
Section 452 (a) of the Local Government Code states that "cities with a minimum population of 200,000 inhabitants, as certified by the National Statistics Office, and annual income of at least P50,000,000 based on the 1991 constant prices, as certified by the city treasurer, shall be classified as highly urbanized cities."
hopefully its City Council will submit a request to the President for it to be declared as
Cebu's fourth highly urbanized city.
if this happens, Talisay will stop sharing its tax revenues with the Province, and their registered voters will no longer participate in provincial elections. It will have its own police office (independent from the Cebu Provincial Police Office). Its fire department will also be independent from the Province.
