Default Cebu City Hall or city hell?

Yesterday was quite a big day in Cebu City Hall for taxpayers. The local government offered tax discounts for "early settlers" so I went there with my wife to avail the promo. I was so disheartened to see that after several years, the taxpayer's life is still like hell when paying taxes. Daghang nagbagolbol kay taas kaayo ang linya and they don't have a system of priority numbers like what you see in banks or flight reservations like PAL's. The method is still very crude and topsy turvy. Then moment you joined the queue, you have to maintain it kay basin ma sapawan ka. So if you are hungry or kaihi-on, you have to endure it until you finish your business.

And you have to go through several snake like "seat transfers" before you reach the teller's window. Morag ka sungka, sige ka balhin ug lingkoranan which makes you dizzy. I told one insider from the office nga kato cya morag dunay ranko but she didn't offer any solutions when I told her nga unta they should have improve an efficient system and one way is by offering "priority numbers" to the public. She just answered nga "mao bitaw unta pero wala mi mahimo" and she just walk away. Later I found out from a friend that they don't like to improve the system because the fixers are just coming in and out to them like their business partners.

Mao diay nga as I was observing the teller's window, duna lang mokalit ug duol sa window and hand in his documents. When I started complaining for people who hadn't even spend a minute on the long queue and was entertained by the teller, that's when everybody blurted out like hell.

Ug nila pa "why these people in city hall are making our lives like hell nga nagdala man unta ug kuarta para sa gobyerno?" I told them ... hapit na ang eleksyon ipahungaw unya ninyo inyong kasuko sa balota.

No matter how civilazation improves because of technology, business practices and by just plain attitude, City Hell has still a lot more to go. THe system itself if it refuses to improve with all the new tools ie, internet, gsm (cellphone) technology, new managment strategies - now available, still it is just like a dream. The administrators there just bragg how they have made achievements labi na gyud ug mag eleksyon na but all you get are all baloneys. Huh! Unya gyud kang Tomasa ka. Asa ra man unya ka...
