Default Sen. Villar files Electronic libel in Senate

A bill has been filed in the Senate pushing to penalize those who try to defame others through the use of electronic media, such as Facebook and Twitter.

Senate Bill 2668, filed by Senator Manny Villar, moves to amend Article 335 of the Revised Penal Code by including libel committed through “electronic media such as but not limited to the Internet.”

He said laws are silent on libel through electronic media.

His explanatory note reads: “The tremendous potential of the Internet has proved to be unimaginable for the Philippines. It has bridged information gaps and has opened infinite possibilities to people located even in the remotest areas in the country.”

He stressed this has introduced the so-called electronic libel or e-libel.

Article 335 of the Revised Penal Code provides that anyone found guilty of libel could face imprisonment of up to 6 years.

The Supreme Court, under the leadership of former Chief Justice Reynato Puno, earlier directed courts to instead impose a monetary fine on the guilty rather than the often imposed imprisonment.

Pointless ni, ang internet ang pinakalisod i-moderate. What if and nagdefame kay naa sa laing nasod? Pareha atong PHILIPPINE RATS nga bayot sige defame every now and then. What if expression na sa taw nga "beware" this shit happens. Dili man maprevent ang freedom of expression kung gi abuse edi LIBEL pero Electronic Libel? What country is he working for?

Philippines is mulled with corrupt officials, stinky corporates and a bitchtalk every now and then. If its posted under the website. The forum can moderate its contents. What a stupid bill it ism pagpagubot rani sa kalibotan. Mao ni trive ang social media kai grabe kaayu ang freedom. You can talk taboo without revealing your identity. Always remain cautious you might take more than a level 5 infraction.

Another stupid idea, similar to Sen. Ramon "Bong" Revilla's Crime Against Honor bill.

    just my opinion
    maybe
he could use the bill to
penalize those who will create a propaganda
    against him
(assuming that he will run for presidency)
