User Account Control Bug

Hello Istoryans,
PS MOdS..if dli ni sakto nga section pls lang ko move. Need help ASAP from istoryans.

my OS is windows vista home basic. by default there is a user account control activated. never touched it.or changed any settings. kada start-up nako sa ako account naay mugawas nga command prompt window. then mawagtang daun.. i tried to access control panel, to change some settings, and there are settings that require going through user account control, but it won't work. cannot even turn the user account control off. can't download updates, can't uninstall, install any program. i'm helpless. don't know how to diagnose this problem i'm having with my PC..fellow istoryans pls help.
