I've stayed in three hotels while visiting Dumaguete for the past years but the most affordable hotel i've ever stayed at is Hotel Camila in Real St., Dumaguete City.

They have single/double rooms good for two people for only 600 php a night and their family rooms good for 4 people are 700 a night.
Also kids below 12 years old stay free.
