Foreigners to pay for visiting beach

A proposal has been submitted to make foreigners pay for what they do to Lapu-Lapu City’s shores. Literally.
Pepe Berido, Cebu provincial fisherfolk officer of the Bureau of Fisheries and Aquatic Resources (BFAR), said he proposed that every foreigner who visits Lapu-Lapu’s beaches be required to pay a
fee of $1 (P51.33).
“The rationale for this is that each person generates half a kilo of solid waste every day, even the visitors,” Berido said. “That is why we will be collecting $1 per visitor per visit once the ordinance is approved.”
The proposal was a fallout from last week’s incident in which dive platforms operated by Korean nationals were discovered to have allegedly been used without a permit.
The platforms were also used as staging areas for rearranging corals, which could be used as backdrops for underwater tourist pictures.
Berido proposed that of the fees collected,
50 percent would go to Lapu-Lapu’s coastal management. The money would be used to purchase patrol boats so that they would be able to implement fishery laws better.
The
city government would get 25 percent of fees collected, while another
25 percent would go to the barangay government where the fee was collected, Berido said.
The BFAR officer admitted that not being able to protect marine resources was something that had happened in the past.
He said such failures would eventually cause a “domino effect” on tourism.
“Foreigners visit us for our beaches, to go diving. That’s why we have to take care of our marine resources,” Berido said.
The proposal also encouraged the regulation of the dive platforms, which Koreans call pajis.

I dont know if this is good... How will they collect the said fee? Will the local government assign a person per beach club to collect this? How can we be sure that the collection will go for good causes?
