None that I have known. I think it is not commercially feasible to produce chemicals to melt/soften rocks as there are many types of rocks around and each of them may have different chemical properties. Hydrochloric acid may help BUT only washes out/erodes rock surfaces as rocks don't easily absorb acid. Consult a petrologist to help you identify what sort of rocks is sensitive to a particular acid or chemicals.
There are also many types of cement... each of them have different chemical binders like asphalt or porcelain. If you're referring to construction cement or concrete, you may be able to soften it with a very strong acid (since cement is highly alkaline) such as Hydrochloric acid perhaps but then again it is more expensive to break it by acid than just hammer it out. Demolition companies would have used such chemicals to do the job than heavy equipment.
