    Filipino mayor among world’s best

    CITY OF SAN FERNANDO -- Mayor Oscar Rodriguez of this capital city of Pampanga province placed fourth in the world’s 10 most outstanding mayors, a London-based research organization behind the international search event announced in a statement.

    Rodriguez, 60, a first-term mayor, was the first Philippine mayor to get the recognition. In July, he made it to the list of top 65 mayors short-listed from out of 550 mayors in the world.

    Tann vom Hove, editor of the City Mayors, the organizer of the “World Mayor” search, said Rodriguez “played a key role in transforming San Fernando from a town to a recognized city.”

    As Pampanga representative, Rodriguez worked for the legislation of the town into a city in 2001.

    Von Hove said Rodriguez “won wide support” from across the Philippines. He also received votes from Filipinos in North America and Europe.

    According to Von Hove, the four top mayors all received more than 6,000 votes.
    Voted top three mayors were Dora Bakoyannis of Athens, Greece; Hazel McCallion of Mississauga, Canada; and Alvaro Arzu of Guatemala City, Guatemala. Tonette Orejas, PDI Central Luzon Desk.

    TOMAS R. OSMEÑA BEST MAYOR IN R.P.

    Mayor Tomas R. Osmeña’s unwavering commitment for Cebu City’s comprehensive development made him topped 155 other city mayors nationwide to bag the 2002 Local Government Leadership - Most Outstanding Mayor Award.

    Osmeña was chosen by a consortium of government agencies and educational institutions including the University of the Philippines, De La Salle University, National College of Public Administration and Governance, Center for Local and Regional Governance, Local Government Academy, and the Center for Leadership, Citizenship and Democracy.

    Osmeña personally received the award last October 17, 2002 at the Philippine Senate in Manila. The Local Government Leadership Awards is initiated by the Philippine Senate particularly the Office of Senator Aquilino Pimentel, Jr., and the Department of Local Government.

    The prestigious award adds to the mayor’s long list of national and international citations and recognition of his accomplishments.

    Osmeña excelled not only in the world of public service but practically in all his endeavors, may it be in school and work in the private sector.

    Tomas or “Tommy”, as he is fondly called, is the son of late Senator Sergio Osmeña, Jr and Lourdes dela Rama Osmeña, the grandson of former Philippine President Sergio Osmeña, Sr. and the younger brother of Senator Sergio Osmeña III.

    He was married to Margarita Lim Vargas and their union was blessed with a son Miguel Osmeña.

    Tomas’ management and leadership skills were hounded at home, in school and in various companies he had worked for here in the Philippines and abroad.

    He graduated High school at Sacred Heart School for Boys and finished Bachelor of Arts in Agro-Economics at Xavier University, Cagayan De Oro City. He went on for further graduate studies in Finance, Management and International Trade at the University of California, Los Angeles, USA.

    In 1972, Osmeña worked as the Vice-President in a Los Angeles based company, SEROS, Inc. He also became a financial analyst of Foreign Credit Insurance Association, the exclusive operating arm of the Export-Import bank of United States wherein he was engaged in political and economic play in administering export credit accounts of several major US exporters and banks in 12 western states.

    For years Osmeña also served as the Vice-President of the Apex Realty and Developers in California, USA.

    His hectic work schedule, however, had not prevented him to participate and get involve in various civic organizations in the Los Angeles. He was in fact, selected as Vice-President of the Club Filipino in Los Angeles California. He also became the backbone of numerous activities and programs of Cebuano organizations in LA.

    Osmeña’s astounding performance in the United States was recognized. He was given seven (7) awards from different Filipino organizations including an award of honor by the Philippine-American Council of Los Angeles “for outstanding service to the Filipino-American community in LA”.

    When he came back to Cebu in 1988, Osmeña run for city mayor and was elected without a party or endorsement of any national office.

    During his first term of office, Osmeña took the challenge as the chairman of the Metro Cebu Development Project (MCDP). He was responsible for acquiring over P2 billion worth of foreign assisted projects for Metro Cebu. He was also responsible for the formulation of the urban design of the three cities and nine municipalities in Metro Cebu.

    In 1990, he was elected as the National Executive Vice-President of the League of City Mayors of the Philippines. On the same year, he was chosen as one of the Ten Outstanding Young Men (TOYM) in the Philippines by the Philippine Jaycees and the Gerry Roxas Foundation, Inc.

    In 1992, Osmeña was re-elected to office together with his Vice-Mayoralty candidate and fifteen of the sixteen councilorial seats.

    He was also elected on a mass motion as President of the League of City Mayors of the Philippines from 1992 to 1995. Additional responsibility was openly accepted by the mayor when he was elected as the Chairman of the Regional Development Council for Central Visayas.

    By way of maximizing the resources acquired by the city and the productivity of the city government’s manpower, more significant breakthroughs and accomplishments in the area of tourism, street children programs, computerization, countryside development, anti-drugs program and housing programs among others were featured and recognized by local and national award giving bodies.

    Osmeña has embarked a number of innovative projects like the South Reclamation Project-the largest multi-billion project in the history of local government.

    Indeed, Osmeña’s way of running the city government made him the recipient of several Galing Pook Awards.

    During the 2001 elections, Osmeña again won as City Mayor over former ally Alvin Garcia.

    The invigorated Osmeña continues to work with confidence and with higher resolve to achieve more for the city. He continues to pursue service improvement efforts and guarantees Cebuanos to receive maximum value from the taxes they pay.

    Osmeña has laid the foundation of a strong, dynamic and responsive city government. He remains consistent with the pre-determined goals and employs open minded policy that “There is always a better way” in doing things.

    As empowered by the Local Government Code, Osmeña made Cebu City a self-reliant autonomous local government and an effective partner in the attainment of national goals.

    He made it a point that the style of governance and the policies he is implementing is attuned to meeting the needs of the city constituents.

    Osmeña continued to take a firm and aggressive stance on squeezing taxes from recalcitrant businesses operating in the city.

    He had proposed and implemented considerable projects on public works and infrastructure, agriculture, management of natural resources, health and social services delivery, provisions for housing and settlements, waste management, operation of economic enterprises and investment and business promotion.

    Today, Cebu City is the hub of trade, commerce and tourism. It also serves as the center of education in Central Visayas.

    Despite industrial development, the city government’s efforts to preserve the environmental health and cleanliness made Cebu City a national finalist for the recently concluded Kaunlaran ng mga Pamahalaang Lokal sa Kalinisan at Kapaligiran Luntian Awards (2002 Gawad Pangulo sa KAPALIGIRAN). Cebu City was awarded second cleanest and greenest city nationwide.

    The mayor lead by example, showing political will in implementing the law and instituting government reforms while getting the people participate in public service through value formation and involvement.

    Advance local development while promoting open, transparent and corruption-free governance has always been Mayor Tommy’s policy.

    I don't know... that's a biased source, it's Cebu City's own website! If they wrote something bad about the mayor, they'd get fired!

    I don't think the "outstanding mayor in the Philippines" would be waging war on a neighboring city (Talisay) and closing down roads he doesn't even legally control (SRP), or encouraging criminals a.k.a. vigilantes. But that's just me. And OT na ito.
