Hello! I had problems with cerber ransomware few weeks ago, and I can definitely say that if your computer was hit by version1 or version2 of this ransomware you are very lucky! Go get free decryptor from TrendMicro here: (https://success.trendmicro.com/solution/1114221) and enjoy your life.
But if your PC was hit by brand new cerber v3 there is a little hope to recover your files using ShadowExplorer or Recuva. You can find ShadowExplorer and more information on how to use it here: (http://manual-removal.com/cerber3).
If ShadowExplorer or Recuva and other similar tools wouldn't help you - save all encrypted files to separate HDD or USB and wait till v3 decryptor will be released.
But there is another option that is not recommended - pay hackers.
