the Q8400 are still more powerful because of more threads. clock for clock in single thread applications, i-3s are much faster.

The Q8400 will have the drawbacks of an old architecture though: more power, more heat, DDR2.

you should consider going AMD like the PII 720 (or 740) or the sandybridge 2100

This really depends on your price range.

smaller dye @ 32nm., better memory management and higher memory speeds (memory starts @2133mhz), lower power consumption, newer integrated chipset standards (usb 3.0 and SATA 3.0), faster clock speeds, EUFI BIOS (depends on motherboard), some have embedded graphics which are reported to be very good in productivity programs. The K processors (ie. 2600k) are very overclockable (reported up to 5Ghz on air) and very easy to do.
