Joking aside, the most romantic proposals are those most unexpected. Nothing better than surprises to bring out the love and longing from your fiance. Women are suckers for surprises and there is no better surprise if you propose in the most unlikely of circumstances.

Ex: Admit yourself at a local hospital... dextrose, oxygen mask the works. Have someone call here saying you were in an accident. Have some close friends at your made up death bed or whatever showing signs of grief as she enters your room. Wait for her to cry her heart out then SURPRISE!!!!! Will you marry me? HAving for an instant felt what it was like losing you she will say yes.

let them go on vacation like some beach resort then lakaw lakaw daplin sa beach your cousin has to talk to her gf about their relationship (reminiscing the past ba) then talk about their ups and downs and emphasize how special her gf is then look her in the eye and say "i love you" take out the ring then say "will you marry me?"...

at a fancy restaurant... order sila then when the food comes in and she gets her order the ring should be there and then he says will you marry me??

at breakfast.. your cousin makes bfast in bed para sa iya gf and on the tray... naa ang ring and then propose...

the important thing is the girl should not suspect anything... catch her in the moment then it would really be difficult to say no...
