modem is primarily used for analog connections between a device such as a pc to a remote site or pc. a modem "modulates-demodulates" analog signals into digital format or vice-versa. so in order for your pc to communicate with another remote pc through the pstn, you need a modem to convert those digital signals to analog and then to digital at the far end.
a hub is a different technology, we could not compare these two. a hub is a shared ethernet "segment" which connects a pc to another pc within the local area network. the bandwidth is shared amongst all users connected to the hub and that all users are located in the same segment, which means there is a risk of collision.
summary:
modem - for remote site connections or out-of-band management
hub - for local area connections, bandwidth is shared
