Most sane ISPs only guarantee bandwidth within their network. Your best bet is to find a speed test hosted by PLDT or Globe.

isn't it biased of you base your speedtest on their hosted network Of course the result would favor for the ISP coz it's their network, and it's their website.

I find speedtest.net more accurate than those hosted by your ISP.

if you call technical support of globe or pldt they use speedtest.net also, except globe will ask that you ping a manila node, while pldt will base it on a singapore node

It isn't biased at all. When they advertise a certain speed, they base it on their network ... something they can control. They are not going to base it on connections on other nodes that they can't control. That is how ISPs work.

sakto si boss vern..ISP uses their sppedtest which they can control, and not that some bandwidth test in the net..i think GLOBE is using utilities.globequest.com.ph in measuring their bandwidth..i dont know in PLDT.. speedtest.net is also good.
