HELP: CIVIL WEDDING Judge to officiate/ person to speed up the Process

Guys,maayong buntag kaninyo tanan....pls Help kinsa man naay kaila na ma refer ninyo na ako maduolan para madali ang pag release sa marriage license dire cebu city? KInsay judge na pwede officiate sa civil marriage? ako fiancee foreigner and 15days rasya dire due to work. kailangan with in that 15days nahuman namu tanan, muabot sya karon mid of May2012....gihigugma ko sya ug dugay na panahon ko sya gipangayo sa Ginoo, mao sa umaabot na civil wedding nako ako unta gusto na smooth tanan and mahuman namu from pre seminar down to wedding day. kung 15 days ra ang time frame para ma process ang inyong LEGAL nga kasal murag sa karon nga panahon lisod nana xa mahuman sa 15 lang ka adlaw kay ang pagseminar palang daan sa city hall ug city health mukabat na ug 3 weeks before ma release ang marriage license, pero kung ILLEGAL or PEKE nga kasal, makuha ra ug 2 hangtod 3 ka oras,

naay response ani? unsay update sa mga couples na needed and rush processing sa civil wedding? kay my boyfriend will arrive December 12 and needs to leave December 15.. please help. we've been together for 4years na
