on my personal opinion, it was based on a TRUE STORY..Names of the characters were changed though..The US Coast Guard is one of the prime SAR (Search and Rescue) Units in the country responding on a 75% in water emergencies and 25 % in land..You can google or youtube > USCG ATC school program for more insights on the USCG Rescue Swimmer's Program..Like their Special Operations Command counterpart the SF (Special Forces) ordinary Coast Guard personnel shall go thru a TIGHT selection process before qualifying for the ATC program..ATC school has about 60-70% DOR (Drop on Request) on every batch that goes thru the program..
