Angry Tomas cancels building

Cebu City Mayor Tomas Osmeña yesterday stopped the construction of a four-story, 20-classroom building for the Lahug Elementary School.
His reason: his opponent last May 14, Lahug Barangay Captain Mary Ann de los Santos, said during the campaign that he had not given any project to Lahug.
City Hall education consultant Joy Augustus Young revealed that Osmeña was angry when they saw each other in Osmeña’s house.

Young went there to follow up on some papers related to the construction that he sent for Osmeña to sign. But the mayor told him to stop the construction because de los Santos allegedly distributed a letter informing the Lahug residents that his administration failed to give anything to the barangay.
“Suko si mayor… Niingon si mayor nga kana diay asphalting kadaghanan sa Lahug man. Ingon siya sige, wala na’y project,” Young said. (The mayor was angry…. He cited that most asphalting projects are in Lahug. So he decided that from now on, there will be no more projects for Lahug.)
Young will ask the mayor next week to reconsider because the children need the school building.
“Balikon siya tingali nako, pero maghulat kung enrolment na para pilay kulang (classrooms). (I may go back to him, but I’ll wait after enrolment to find out how many classrooms are needed.) He may change his mind,” he added.
Young said that an old structure housing the canteen and the offices of the school principal and assistant principal, as well as a few classrooms, were already demolished to give way to the new building.
But in a radio dyLA interview, Osmeña said he will use the funds intended for Lahug to build a school building in Barangay Talamban instead.
That way, de los Santos will not look like a liar to her constituents, he added.
He said that most of the City’s asphalting projects were done in Lahug, especially the Beverly Hills area.
“I will transfer it (school building) somewhere else… Akong gihimo para sa iyang barangay bale-wala,” Osmeña said. (She has forgotten what I have done for her barangay.)
De los Santos, for her part, claimed she does not know anything about the supposed letter.
She said she will pray that Osmeña will realize it’s the school children who would suffer from his vindictiveness.
“I hope he will reconsider and focus on the welfare of the children. Akong hangyo is let him direct his anger to me, ayaw na lang i-apil ang mga bata. He can continue to spite me, ako na lang,” delos Santos said.
She said that if there are some projects that City Hall did in her barangay, she did not know about them because these were never coursed through her office.
She maintained that Lahug did not receive any funding from the City Government when the barangay implemented several programs.
But she hopes Osmeña would change his mind.
“I would say maybe yes, if he has fully overcome his emotional tantrum. I just hope he will make decisions when he is not angry,” de los Santos said.
