Cebu City Mayor Tomas Osmeña yesterday stopped the construction of a four-story, 20-classroom building for the Lahug Elementary School.

His reason: his opponent last May 14, Lahug Barangay Captain Mary Ann de los Santos, said during the campaign that he had not given any project to Lahug.

City Hall education consultant Joy Augustus Young revealed that Osmeña was angry when they saw each other in Osmeña’s house.

Young went there to follow up on some papers related to the construction that he sent for Osmeña to sign. But the mayor told him to stop the construction because de los Santos allegedly distributed a letter informing the Lahug residents that his administration failed to give anything to the barangay.

“Suko si mayor… Niingon si mayor nga kana diay asphalting kadaghanan sa Lahug man. Ingon siya sige, wala na’y project,� Young said. (The mayor was angry…. He cited that most asphalting projects are in Lahug. So he decided that from now on, there will be no more projects for Lahug.)

Young will ask the mayor next week to reconsider because the children need the school building.

“Balikon siya tingali nako, pero maghulat kung enrolment na para pilay kulang (classrooms). (I may go back to him, but I’ll wait after enrolment to find out how many classrooms are needed.) He may change his mind,� he added.

Young said that an old structure housing the canteen and the offices of the school principal and assistant principal, as well as a few classrooms, were already demolished to give way to the new building.

But in a radio dyLA interview, Osmeña said he will use the funds intended for Lahug to build a school building in Barangay Talamban instead.

That way, de los Santos will not look like a liar to her constituents, he added.

He said that most of the City’s asphalting projects were done in Lahug, especially the Beverly Hills area.

“I will transfer it (school building) somewhere else… Akong gihimo para sa iyang barangay bale-wala,� Osmeña said. (She has forgotten what I have done for her barangay.)

De los Santos, for her part, claimed she does not know anything about the supposed letter.

She said she will pray that Osmeña will realize it’s the school children who would suffer from his vindictiveness.

“I hope he will reconsider and focus on the welfare of the children. Akong hangyo is let him direct his anger to me, ayaw na lang i-apil ang mga bata. He can continue to spite me, ako na lang,� delos Santos said.

She said that if there are some projects that City Hall did in her barangay, she did not know about them because these were never coursed through her office.

She maintained that Lahug did not receive any funding from the City Government when the barangay implemented several programs.

But she hopes Osmeña would change his mind.

“I would say maybe yes, if he has fully overcome his emotional tantrum. I just hope he will make decisions when he is not angry,� de los Santos said.

absolutely it is not right...but unfortunately, ana man siya ka arrogante ug ka vindictive so i doubt if he will change his mind.tinuod, nganu apilon man ang kaugmaon sa mga bata man daw kuno, o lagi, public school ra na, pero nevertheless constituents man gihapon na sa cebu city.

oh, and I guess thats the first order of business after being reelected.

a. pildihon si MAD sa 2007 elections by 100,000 votes
b. MAD will not win in Lahug
c. By the day after the elections, MAD will be nothing)
wala nanga tinuod mao na sobra siya kalagot kay nauwaw siya sa iyahang mga proclamations and predictions.

Well Mr. Mayor, hopefully matawhan ra niya ka, dili ra ba kada adlaw ug sayon ang gaba...there is always what we all call "KARMA"

onins: wala namakak si MAD bai. The story is that since MAD is not with BOPK, gikontrahan najud na sugod pa jud sa 1st reelection ni Tomas. Wala man jud mi nahibaw-an na mga projects na giimplement ni Tomas dinha sa Lahug. If naa man siyay mga projects, he has not course that through MAD, but through sa iyahang mga tao tingali, which is not right. Out of respect lang gud, magpahibaw lang gud ka sa barangay captain na mu implement ka ani na projects. Respeto-ai lang gud. Like if ang Rotary or any other organizations muimplement ug projects, mucourse through man jud ka sa proper channels, right?
Wala namakak si MAD sa election bai...problem is because dili kapartido si MAD ni Tomas, so kung naa man siyay projects, wala gicourse through sa Barangay Captain, even just pahibaw lang. And also, grabe gilisud lisug jud ni Tomas si MAD niya uy. Kanang kung naay mga request that has to go through the MAyor's office, lisud lisuron uy.

Is it right na ang constituents ug ang katawhan ang imuhang ipasuffer sa imuhang vindictiveness ug anger? Tomas has always been vindictive, karon samot lang na siya galagot tingali tungod sa results sa elections na wala jud siya nakalubong pag ayo ni MAD, considering incumbent siya and all. Plus, samot siya naglagot tingali kay na last term na hinuon siya. I think si MArgot man gani toh iya padaganon this year pero because si MAD nidagan, he did not take any chances.
Those are my speculations on what he is doing to the constituents sa Lahug, making them suffer, which is sad kay Mayor man unta ka, ikaw unta ang mahimu ug example sa mga tao. Pero murag mao man iyahang gihimu ug first order of business man hinuon.

I find it childish nga maka ingana si Tomas. Dapat after elections back to business na di kay magdinumotay. Hinoon ana man jud na ang politika.

if the project has already been awarded, contracts has been signed by both parties and the funds is already obligated to the winning bidder, it cannot be rescinded nor cancelled unilaterally. kung walay sala ang contractor unya willing motrabaho dili gyud ma rescind ang contract labi na kun naka kobra na ug mobilization ang contractor. pero kun mangita gyud ug paagi c tomas, iya pasulaton and contractor unya mag cite ug reason nga dili na cya motrabaho kay ang uban item of works nimahal, then the contract can be mutually rescinded.

another blatant display of our mayor's arrogance...what an a$$hole! i'm from lahug & i pay taxes to the city, not the barangay. in return, i expect the city to provide services & projects for barangy lahug just like it does for any other barangay in the city.
