common problem sa mga developer nowadays they tend to ride what is the trend... when developing something the requirement should dictate what technology should be used... and not what people say or what is cool... la lang just saying...

It's a bit tough to answer when to use AngularJS at it really depends on the scope of what you want to do. Website/dashboard may only need readonly data, so it's probably safe to do this with AngularJS.
Anyway, I will tell you some basic idea of AngularJS, it is just like any other Javascript library/framework (KnockoutJS, Durandal, ReactJS, et. al) where it is a layer on top of javascript that gives you convenient tags/functions for easier & maintainable way to code javascript. We are talking of a client-side programming that is running in your browser. This means, you should expect anyone can change your code once it's running on the browser. In fact, if you've been programming angularjs or javascript or any library/framework for awhile, you may have encountered these issues.
I'm not discouraging you at all, it's just that when you start coding and coding, you'll get to the point where you could say, it would have been easier if I did this all server-side. Especially, if you add permissions, routes, form data validation, etc. as all of these has to go server-side.

AngularJS is best when you're using a client-server architecture. Meaning the backend is using REST APIs and the frontend uses those REST APIs.
A dashboard app is one good use case for using Angular. You'll want your frontend to dynamically get or post data through Ajax calls and update the DOM accordingly without refreshing/reloading the page. I've built dashboards myself using AngularJS.
That being said, SYNCH is correct in saying that a lot of things still should be done on the backend. Depending on your web framework, this may be easy or difficult to do. In ASP.Net (yuck!), it would be much simpler to use ASP.NET Web API than MVC since you don't have a need for the views layer at all (for an SPA).
