For civil wedding "Parents advice", is it really need the appearance of parents during application?

Im 23 y/o, me and my boyfii wants to get married next year. but as the law said, 21-25 ages must have parents advice. Now, we don't want our parents to know that we're going to get married. Is it really need the appearance of our parents during application of marriage license? I mean as part of the requirements "parents advice". help me guys.. what should I do?
