Default New special plate numbers para sa mga politiko / government official = powertripping?

Recently I started to notice the existence of special government official plate numbers with the letters CA (Court of Appeals) and PR (Philippine House of Representatives) that only Justices and Congressmen can put on their cars. There are likely special plates for senators, mayors, etc which I have not yet seen.

I'm wondering what everyone thinks of these plates because I can't think of a good reason why such plates are issued except for the sole purpose of bragging and/or powertripping. To me it is just another symptom of the disease here in the Philippines of people in power thinking they are superior to everyone else and above the law whilst rubbing it in everyone's faces.

These special plates seem to scream out to other drivers "DONT MESS WITH ME OR DARE OVERTAKE" or to the Citom/police "THINK AGAIN BUD OR YOU'LL LOSE YOUR JOB" and is an insult to the average tax-payer who has to not only shoulder the expense of maintaining the lifestyles of these egomaniacs but must now also deal with the in-your-face arrogance of they and their family members as they traipse around the city with these special plates.

But anyway I would love if anyone can cite a few good reasons why these plates should exist that would be beneficial to the taxpayers. I've been to a number of different countries and this is the first time ever that I have seen special plates issued to congressmen, justices, etc. Onli in da philippines...

There's one plate which exempts you from traffic rules and regulations especially when you're in Manila labi na it's color-coding, this is what they call the "LEAP" plate.. only high officials and businessmen can own this plate.

Ah I thought it was issued only for the use of House of Representatives members, their staff and families because of what I read here:

Commemorative plates for House of Representatives valid only for 6 months, says official | Home >> Other Sections >> Breaking News

"The commemorative plates authorized by the Land Transportation Office for the use of the House Of Representatives are only good for six months, an official said today."

They really need to stop this exemption bullshit. The laws and rules are for everyone to obey. In other countries, even the police have to follow road rules unless they are in pursuit or called to an emergency and even then, there are still limits to what they can do. These special plates can only encourage their bearers to drive dangerously / arrogantly.
