The Empire is a short film made for a college subject, Taxation, in which several tax laws such as excise and customs tax were presented in a visual manner. Moreover, the film was shot in 4 hours and edited it for roughly about 12 hours, which included several hang ups with the video editor.

The Empire was shot at the North Reclamation Area in Cebu, Philippines. A Canon 550D with 18-55mm and 50mm 1.8 were used to film certain scenes of the film.

The Empire was directed and shot by Jose Francisco A Farrugia.
